The DCI announced the arrest on Thursday, October 29, saying detectives from the Operation Action Team (OAT) and the Crime Research and Intelligence Bureau (CRIB) carried out the operation following sustained intelligence work.
How the robbery scheme operated in Embakasi
According to the DCI, the suspects’ method involved dressing as traffic officers and using the perceived authority of the uniform to intercept victims shortly after they had withdrawn cash from banks.

Victims who believed they were being stopped by legitimate law enforcement officers were instead confronted by criminals.
The DCI said forensic analysis and intelligence gathering helped investigators identify four key suspects connected to the incidents. Detectives then pursued the leads until they located one of them, Muia Mutune, also known as Fredrick Mbuta, in Embakasi Village, where he was subsequently arrested.
Suspect’s prior arrest and current custody
Muia Mutune is not a new face to law enforcement. He was previously arrested in April 2026 on similar charges before being released on bond in July 2026. His re-arrest follows fresh intelligence linking him to the ongoing robbery incidents.
Mutune is currently in custody and undergoing processing ahead of his arraignment. The DCI said detectives are intensifying efforts to locate and arrest his alleged accomplices, who remain at large.
The DCI urged members of the public to report any information relating to the suspects or similar criminal activity through its toll-free line at 0800 722 203 or via WhatsApp at 0709 570 000.
